Positive Environment Agreement

All individuals responsible for a team and all spectators shall support the referee. Failure to do so will undermine the referee’s authority and has the potential of creating a hostile environment for the players, the referee, and all the other participants and spectators.

Consequently, Kickers S.C. has adopted and modified the following rules:

  1. Coaches and/or spectators are not allowed on the field once the game has begun unless directed to do so by a referee.
  2. No one, except the players, is to speak to the referee during or after the game. Exceptions: Coaches may ask questions before the game, call for substitutions and point out emergencies during the game, or respond to the referee if addressed.
  3. Absolutely no disputing calls, during or after the game, no remarks to the referee to watch certain players or attend to rough play. NO YELLING at the referee, EVER, and no criticism, sarcasm, harassment, intimidation, or feedback of any kind during or after the game.
  4. Violators may be ejected and are subject to disciplinary action by the league director and Kickers SC staff.
  5. If coaches or spectators have questions regarding particular calls, rules, or a referee, or wish to give feedback regarding a referee, please contact the league director for the game in question. The league director or a club representative will always be available at soccer games, by email

Guideline for game reports

Positive Environment Agreement violations by coaches and/or spectators will be reported by the referees of the match in the referee report based on a sliding scale of 0 to 3 where 0 =  No PE violation and 3 = most severe PE violator.

A Guide for the referee's PE numerical report follows, and specific comments are welcome:

Level Severity of Violation Conduct Involved
0 No issues Everyone well behaved and positive
1 Minor Some comments.  Did not disrupt enjoyment of game by player or distract the referee(s).
2 Major Significant comments.  Did disrupt game.  Cautions issued or should have been issued.
3 Severe Major distractions for the referee(s).  Ejections for Positive Environment Agreement violation occurred or should have.  May or may not have considered terminating the game.
